Yes — if you sell raffle tickets to the public in advance of a draw, you usually need to register as a small society lottery with your local council.

• Small society lotteries normally need local authority registration, not a Gambling Commission licence
• Incidental lotteries held only during a ticketed event can have different rules
• Ordering, printing or distributing non-compliant tickets can be an offence

Check with your council which lottery type you are running before you approve a proof.

For small society lotteries, each raffle ticket should generally show:

• The name of the promoting society
• The ticket price (every ticket in that draw must be the same price)
• The name and address of the designated promoter, or the External Lottery Manager if used
• The date of the draw, or enough information to determine the draw date

If you are a registered charity, include the charity number. Many councils also expect prizes, place of draw, and return details for unsold tickets and counterfoils — check your council registration conditions.

Yes. For small society lotteries, national rules typically include these limits:

• Proceeds for a single lottery must not exceed £20,000
• Annual aggregate proceeds must not exceed £250,000
• At least 20% of proceeds must go to the good cause
• No single prize may be worth more than £25,000 (even if donated)
• Tickets must be paid for before entry is issued
• Street sales are generally not allowed (this can include shopping-centre walkways)
